Immigration and Customs Enforcement (ICE) finally confirmed its’ target of one million immigration removals. The announcement reinforced a long-standing suspicion that ICE based immigration enforcement operations on reaching one million removals. The agency confirmed its intention in a budget report to Congress. This comes after officials repeatedly denied a one million removal goal.

The one million immigration removal’s goal influenced enforcement operations. In the same document confirming its goal, ICE explained that only thirty-two percent of removals in 2025 had a criminal record. That’s thirty eight percent lower than the seventy percent figure originally claimed by the Department of Homeland Security (DHS).
