On March 12, 2025, the US Department of Homeland Security (DHS) published an Interim Final Rule (IFR) mandating all non-citizens currently or planning to reside in the U.S. for more than thirty days register their presence and provide their fingerprints as proof of registration. The decision will take effect thirty days following the announcement, April 11, 2025. The non-citizen registration requirement applies to all foreign nationals, regardless of documentation or visa status.
Non-citizens under the age of fourteen must have their parents or guardians register on their behalf. These individuals also register themselves and provide fingerprints within thirty days of turning fourteen. Those eighteen years of age or older are required to carry proof of registration on their person.
Proof of registration can be acquired by submitting a copy of Form G-325R. The form can be submitted online via an individual’s MyUSCIS account. Once registration is complete, individuals can download and print proof of registration.
The DHS was formerly using multiple forms as proof of registration. The March 12 decision simply centralizes proof of registration in one single document. Failure to comply with the non-citizen registration requirement will be charged with a misdemeanor punishable by a fine of up to $5,000 or imprisonment of no more than thirty days.
There are multiple documents individuals can use as proof of registration. These include, but are not limited to:
- Form I-94, Arrival-Departure Record
- Form I-95, Crewmen’s Landing Permit
- Form I-485, Application for Status as Permanent Resident
- Form I-551, Permanent Resident Card
