The Department of State released the March 2025 visa bulletin. The visa bulletin summarizes the availability of immigrant visas both for consular processing and adjustment of status applications to be filed in March 2025. The State Department releases both the Final Action Dates and Application Filing Dates for Employment-Based and Family-Based immigrant visas. The U.S. Citizenship and Immigration Services (USCIS) confirms which chart Applicants must use to file their Adjustment of Status Application (AOS). Below, we break down the movement seen in the March 2025 visa bulletin.

Employment-Based Cases

There was noticeable movement in March 2025 from February 2025. While the EB-1 remained unchanged for all categories, the EB-2, EB-3, EB-3 (EW), EB-4, and EB-4 Certain Religious Workers (SR) all seeing movement in their Final Action Dates. Filing dates for all Employment-Based cases remain unchanged from February 2025.

For the EB-2 preference category, all areas experienced movement in their Final Action date. The Final Action date for EB-2 China is now May 8, 2020. India’s EB-2 Final Action Date moved to December 1, 2012. Mexico, the Philippines, and other areas Final Action Date moved to May 15, 2023.

There was some movement in the Final Action Dates of EB-3 category from February 2025. The China EB-3 Final Action Date moved to August 1, 2020, and the India EB-3 Final Action Date moving to February 1, 2013. All three remaining categories retain their previous Final Action Date of December 1, 2022.

The Final Action Date for the employment-based third preference “Other Workers” category (EB-3 EW) moved slightly for all categories except China, which retained its’ January 1, 2017, Final Action Date. The India EB-3 (EW) moved to February 1, 2013. For the Philippines, there is minor advancement of five weeks to Jan 15, 2021. The Final Action Dates for the Mexico and all other applicable regions changed to February 1, 2021.

The Final Action Date in the EB-4 category moved across the board, retrogressing to August 1, 2019. This applied to both the regular EB-4 and the EB-4 for Certain Religious Workers. The February visa bulletin held the Final Action Date for this category as January 1, 2021. The EB-4 for Certain Religious Workers (SR) program is set to expire on March 14, 2025. Without a program extension, as of midnight on March 13, 2025, no visas will be issued overseas nor will any adjustment of status or final action be taken by USCIS. For immigrant visas issued prior to that date, their validity period would end on March 13, 2025. If legislation is passed to continue the program, the published Final Action Date of August 1, 2019, will continue to be in effect through the end of March 2025.

For the EB-5 Unreserved*, there were no changes from the February 2025 visa bulletin. For China, the Final Action Date remained at July 15, 2016. The Final Action Date for EB-5 Unreserved India also remained unchanged. All other EB-5 unreserved categories and countries remained current in the Final Action Dates chart.

* The EB-5 Unreserved category refers to the EB-5 visa numbers that are not set aside for immigrants investing in rural, high employment-areas, and
infrastructure projects.

Family-Based Cases

The only categories that saw any change were the Final Action Dates for the Philippines F3 and F4 categories. The Final Action Date of the Philippines F3 category changed to January 22, 2003. The Final Action Date of the Philippines F4 category moved to October 15, 2004. These were the only family-based changes from the February to March 2025 Visa Bulletin. All other categories retained the Final Action Date published in the February 2025 Visa Bulletin.
