U.S. Citizenship and Immigration Services (USCIS) updated their Policy Manual to further clarify their consideration process for expedite requests. The update applies to requests related to travel-related requests, other urgent humanitarian needs or emergencies, and government interests. The update outlines the process to submit an expedite request and how they are processed. The updated policy is in effect immediately.

For travel-related requests, USCIS considers multiple types of travel documents when reviewing expedite requests. Benefit requestors must be in the U.S. and show a critical or urgent need to leave the country. Purposes can be academic, personal, or professional in nature. If the purpose is for a planned event, USCIS will review if the form is timely filed and if processing times would affect issuance of the requested travel documents by the planned departure date.

For government interests, requests deemed urgent by federal, state, territorial, tribal, or local governments within the U.S. may be expedited. Requests must affect national interest, national security interests, public interest, or public safety. USCIS generally defers to the requesting agency’s assessment.

USCIS outlines the submission and processing of requests, identifying available online tools including submission of the request, documents, evidence to support the request, and online messaging. USCIS will respond to benefit requestors who send their requests through the USCIS Contact Center when a decision is reached.
