A group of attorneys general from twenty-one states and D.C. scored some of the first wins against the Trump Birthright Citizenship ban. Judges have issued injunctions on the enforcement of President Trump’s birthright citizenship order in at least four cases, primarily in the 9th Circuit Court of Appeals. The court upheld a Seattle judge’s nationwide injunction on the birthright citizenship order from one of these cases.

The attorneys’ success lies in cooperation and timely preparation. Even before President Trump was sworn into office, groups began drawing up plans for collaborative legal resistance. When President Trump signed the birthright citizenship order, the attorneys had two lawsuits prepared.

Now the proactive planning and cooperation is paying off. Learning lessons from Trump’s first term, where many Democratic officials struggled to respond, the attorneys general show the impact of effective planning and cooperation. In doing so, they effectively countered the Trump administration’s efforts to enact policy as soon as possible.
