The U.S. Department of State (DOS) published a final rule amending the Diversity Immigrant Visa Program (DV program). The new rule goes into effect on April 10, 2026. Afterwards, DV program processing will resume.

Amendment Details

The key change to the DV program mandates applicants include current passport information on their electronic entry form. Individuals that can’t submit passport information must explain why they’re exempt from doing so. Individuals that don’t submit their passport information or a waiver face rejection.

Applicants must submit scans of both the biographic and signature pages of their passport with the entry form. The new diversity visa program also has minor changes. These include changing the term “gender” to “sex” and “age” to “date of birth.” The DOS explained these changes help the electronic forms reflect collect information more accurately. Finally, applicants must submit a one-dollar fee to enter the new DV Program lottery.

Implementation

The changes to the DV Program will apply to the 2027 Diversity Visa Program. Due to the changes, the DOS delayed the start of the DV-2027 program. A final start date hasn’t been announced.
